Oswaldo J. Palomo, Principal
With over 10 years of government relations and public policy experience, Ozzie specializes in devising and executing advocacy strategies for clients in a bipartisan manner before the Legislative and Executive branches of the federal government.
Ozzie has worked with large institutions, small businesses, start-ups and publicly traded companies in the defense, education, environmental and financial services sectors offering guidance on legislative and regulatory affairs. He has also worked closely with several non-profit clients by providing counsel on how federal policies may impact their respective missions.
Prior to launching Public Sphere, Ozzie served as the Sr. Vice President for a boutique government relations firm. In this role, Ozzie was responsible for the federal government affairs team overseeing operations in Washington D.C. and in Boston, MA. During his tenure, Ozzie helped the firm expand its practice areas into new sectors and increased its business operations.
Before joining the private sector, Ozzie spent several years on Capitol Hill as a Legislative Assistant to a former senior member of the House Appropriations Committee. On Capitol Hill, Ozzie handled a wide-ranging legislative portfolio advising on policy and funding issues pertaining to education, energy, environment, commerce/trade, financial services, foreign affairs, small business, technology, and transportation.
Remaining active in politics, Ozzie continues to serve on several finance committees at both the federal and state level and as an advisor to numerous Congressional steering committees. Most recently, Ozzie was a Northeast Finance Co-Chair for a 2016 Presidential Campaign.
Born in Costa Rica and fluent in Spanish, Ozzie earned his B.A. from James Madison University with a major in Political Science and Modern Foreign Language, and a minor in History.
Brian Miller, Strategic Advisor
Brian Miller is a specialist in global affairs and technology, with 15 years of experience working closely with U.S. Senators, Congressmen, Ambassadors, corporations, startups, and nonprofit organizations to shape public policy.
As a Strategic Advisor at Public Sphere, Brian is uniquely positioned to help organizations navigate the opportunity and risk associated with government action, whether it's creating favorable conditions to drive growth or addressing the political and social challenges associated with emerging technologies at home and abroad.
Prior to joining Public Sphere, Brian spent more than five years on the staff of the Senate Select Committee on Intelligence, working closely with the CIA, NSA, DIA, and other intelligence agencies on complex problems and sophisticated solutions. He specialized in grand strategy, counterterrorism, cyber security, privacy, encryption, and data analytics, while leading the Committee's historic review of the Iranian nuclear negotiations and its annual review of more than $17 billion in defense intelligence programs.
During his time in the U.S. Senate, Brian was also the senior intelligence and national security advisor to Senator Dan Coats and national security advisor to Senator Judd Gregg, passing into law numerous provisions to open new markets in Asia, stabilize vital international alliances, and strengthen the cyber security of mobile devices. Earlier, Brian was manager of government relations at Van Scoyoc Associates and senior policy advisor to Congressman Jeb Bradley.
Brian is a term member on the Council on Foreign Relations, and he splits his time between Washington and San Francisco, where he lives with his wife, Stephanie.
